Obviously this was all an accident and I'm sure Mr. Cheney apologized to his friend and his friend's family. My read on the situation is that the Bush administration was content to keep it at that, despite the clamouring for a public apology, and only backpeddled on that stance when they realized that the victim of this accident was a 70 something year old man who may not bounce back, had a minor heartattack, and could have died.
